The New York City-based Citizens Union civic organization released a report this week making the argument that flawed redistricting process of 2011- 2012 redistricting process would not be able to happen again if the ballot proposal creating a new redistricting commission is in place in future redistricting cycles.
According to a press release, “Had Prop 1 been in place in 2012 there likely would have been more candidates facing major party opposition and narrower margins of victory.”
The report assumes that the legislature would be prevented from making drastic changes from congressional and state legislative redistricting plans adopted by the new commission but rejected by legislature. This point has been refuted by Common Cause and other opponents who argue that the amendment was worded in such a way that the legislature could do whatever it wants to do after two commission plans are rejected by the legislature.
