As Ethics Reform Stalls, Cuomo Releases Legal Memo & Urges Tracking Of Political Spending

In the Times Union, from Casey Seiler: “In a half-hour address Wednesday, Cuomo unveiled a legal opinion crafted by his counsel’s office offering guidance to state enforcement entities that can be used to weigh whether improper coordination exists between often shadowy independent expenditure groups and the candidates they support.”
